2021 Federal Transportation Improvement Program

The Federal Transportation Improvement Program (FTIP) is a listing of multi-modal transportation projects proposed over a six-year period for the SCAG region. The projects include highway improvements, transit, rail and bus facilities, high occupancy vehicle lanes, active transportation, signal synchronization, intersection improvements, freeway ramps, etc. SCAG produces a biennial FTIP update for the region on an even-year cycle.
The FTIP is prepared to implement projects and programs listed in the Regional Transportation Plan / Sustainable Communities Strategy (RTP/SCS) and is developed in compliance with state and federal requirements. The six County Transportation Commissions (Imperial, Los Angeles, Orange, Riverside, San Bernardino, and Ventura) in the SCAG region have the responsibility under State law of proposing their county program, using current RTP/SCS policies, programs, and projects as a guide, from among submittals by cities and local agencies. The locally prioritized lists of projects are forwarded to SCAG for review. From their lists, SCAG develops the FTIP based on consistency with the current RTP/SCS, inter-county connectivity, financial constraint and conformity determination.

This page contains all the Federally Approved project listings for the current FTIP. The current version is listed first, therefore, supersedes all previous versions. The project listings are broken down by county and system (local, state, transit).

This page contains comparison reports of all projects submitted in an amendment which require posting for a 10-day public review prior to the amendments being submitted to the approving agencies (Caltrans, FHWA and FTA). Along with the comparison reports, the link also contains the Financial Plan and Conformity Determination report associated with the amendment.
SCAG is relying on the public participation process for the FTIP to satisfy FTA public participation requirements for the transit Program of Projects (POP). The public notice of public participation activities and the time established for public review of and comments on the FTIP will satisfy the POP requirements.
Subject to revisions to address comments received during the public review period, the proposed FTIP Amendments will be the final program unless amended, and a final notice will not be published.

Grouped Projects are essentially fund reservations that include a list of projects that are grouped by function, work type, and/or geographic area (23 CFR Part 450.324(f)). Usually, grouped projects are for road rehabilitation, safety, or minor improvements that do not add capacity, require air quality conformity determination, or are deemed transportation control measures (TCMs).
Detailed project listing (back-up listing) for a grouped project that is programmed or amended in an FTIP contain individual project information with sufficient description to accurately identify scope, implementing agency, location, limits of the project (if any), program year and the total cost. Total cost of the projects (including funding for all project phases) from the detailed project listing shall be programmed under the “Construction” phase in the FTIP.
